HCV Customer Service and Intake Coordinator

Starting hourly rate: $19.98 - $21.19, plus benefits

Description

This position administers the Grand Rapids Housing Commission (GRHC) Section 8 Housing Choice Voucher (HCV) Program waiting lists and determines eligibility of low-income families for placement in vacancies in compliance with applicable regulations, ensuring wherever possible that all discretionary activities are administered in conformance with Commission policy. This position contributes to the GRHC receiving a satisfactory rating with regard to HUD agency scoring systems.

Duties and responsibilities include but are not limited to:

  • Answers telephone and responds courteously to calls, written requests and email to answer questions and provide information and assistance within the area of program expertise, or refers calls to other employees or departments as appropriate.
  • Receives, reviews and processes applications for the HCV program. Reviews all information to ensure eligibility; runs credit report and background check.
  • Interviews applicants on a scheduled basis and explains program eligibility requirements. Addresses applicant concerns regarding program, application processing and waiting list placement, and explains decisions if application is denied.
  • Reviews applications and documentation for completeness, logs applications and accurately inputs data into computer. Prepares and sends written requests for income verification. Obtains, verifies and calculates all sources of income and resources to determine financial eligibility of applicants.
  • Determines whether applicants meet program eligibility requirements. Contacts and interviews references to determine whether applicants meet the GRHC’s suitability standards and ranks applications according to successful compliance with eligibility requirements and established policies.
Qualifications
  • High school diploma, GED or equivalent required.
  • Three years of relevant experience or an equivalent combination of education and experience.
  • Knowledge of applicable federal, state and local laws, rules and regulations, and Commission policies and procedures pertaining to public housing, including fair housing laws.
  • Knowledge of the guidelines, rules and regulations governing the HCV programs of the Commission and understanding of the HCV Administrative Plan.
  • Knowledge of eligibility regulations and rent calculations and payment schedules.
  • Advanced computer/software and analytical skills.
  • Ability to communicate clearly and concisely, orally and in writing
