Director, Housing Choice Voucher Program

Job Overview

The Director, Housing Choice Voucher Program is responsible for the overall operation of the Housing Choice Voucher Programs (HCVP) including Project-Based Vouchers, Veterans Affairs Supportive Housing (VASH), Mainstream, Emergency Housing Vouchers (EHV), MOD Rehab, Foster Youth Initiative (FYI), and Non-Elderly Disabled (NED), and for ensuring all housing units covered by the program(s) meet HUD and local programmatic and inspection requirements. This position performs leadership managerial, supervisory and administrative tasks involved in planning, organizing, coordinating and directing efforts to provide low-income housing through the Commission’s voucher programs. Responsible for the Commission receiving at least a satisfactory rating on HUD agency scoring systems.

Duties and Responsibilities (duties include but are not limited to)
  • Leads, plans, directs, manages and monitors the Commission’s Housing Choice Voucher Section 8 Program, including special programs (VASH, FYI, EHV, NED, and Mainstream), Project-Based Vouchers, and staff to ensure compliance with HUD guidelines and regulations, the Commission’s Administrative Plan, federal, state and local regulations, laws and ordinances, and Commission policies as required and to achieve program outcomes.
  • Leads, plans, supervises and monitors daily overall activities, documentation and report submissions of the Commission's HCV housing programs.
  • Projects, on a continuing basis, Housing Choice Voucher key performance indicators to ensure a sufficient stream of participants are in process to fully utilize the available voucher funding and to maximize program administrative fees.
  • In collaboration with Finance, reviews grant funding for the voucher programs.
  • In consultation with the Program Planning and Policy Implementation Manager, reviews, interprets and implements rules, regulations and legislation pertaining to HCVP and makes changes to Commission policies and procedures as appropriate.
  • Monitors overall compliance with rules and regulations pertaining to inspections standards. Ensures timely completion of inspections as required.
  • Makes decisions regarding families continuing to receive assistance, noncompliance and fraud.
  • Ensures the timely and accurate processing of new applicants from the program waiting list to minimize lease-up times and oversees appropriate checks and balances related to applicant processing.
  • Analyzes utility rates and other services in developing and maintaining the utility allowance schedules.
Key Qualifications
  • Bachelor’s degree in Business, Public Administration or closely related field.
  • Five years of experience in property management or low-income housing with increasing responsibility in a supervisory capacity, or equivalent combination of education, training and experience.
  • Thorough knowledge of the principles, techniques and practices of subsidized housing management.
  • Thorough knowledge of Housing Choice Voucher eligibility and rent calculation requirements.
  • Thorough knowledge of principles, techniques and practices of budget development and administration.
  • Ability to prepare clear, concise reports and make appropriate recommendations within scope of responsibility.
  • Ability to communicate clearly and concisely, orally and in writing.
  • Ability to operate computer equipment and software systems applicable to the position.
