Job Overview

The Director, Asset Management is responsible for performing a variety of managerial and administrative duties pertaining to the overall effectiveness and efficiency of the Commission’s public, private and mixed-finance housing properties (LIPH, RAD, LIHTC and Multifamily). Revises policies, procedures and plans to ensure and maintain program compliance with HUD’s changing regulations and guidelines, and makes administrative and management decisions concerning overall operations of applicable plans. Responsible for the Commission receiving at least a satisfactory rating on HUD agency scoring systems such as Public Housing Assessment System (PHAS) and other future HUD-required evaluation systems.

Duties and Responsibilities (duties include but are not limited to)
  • Responsible for management, maintenance, operations and reporting for one or more properties.
  • Responsible for strategic planning, developing, implementing and administering the overall goals and responsibilities of the department. Actively leads, manages and develops a culture of continuous improvement to ensure effective planning, high standards for property oversight and appropriate controls to ensure revenue and performance is consistent with agreed targets.
  • Directs and provides guidance to Asset Management staff in the development and implementation of policies to ensure procedures are in compliance with HUD guidelines, maximize operational efficiencies and are in accordance with the Commission’s rules, policies and procedures; ensures that work is completed in a timely and professional manner.
  • Directs and provides guidance to staff regarding safety and crime prevention activities to guard against theft, vandalism, violence or other threats against Commission employees, the residents and the surrounding community.
  • Develops and implements the operating strategy for the developments’ portfolio in keeping with the Commission’s Annual and Five-Year Plans.
  • Conducts site visits and inspections to evaluate the condition of the developments and to assess the local market and competition; plans for short-term and long-term capital needs, and reviews and monitors tax credits and exit strategies for LIHTC properties.
  • Requests bids/proposals for services; reviews, evaluates and awards RFPs, and prepares/reviews contracts.
Key Qualifications
  • Bachelor’s degree in Business, Public Administration or closely related field.
  • Seven years of experience in management or in an administrative capacity in property/asset management or low-income housing, or an equivalent combination of education and experience.
  • Thorough knowledge of the principles, techniques and practices of PHA and/or property and asset management.
  • Thorough knowledge of the relationship of PHA’s to other federal, state and local jurisdictions and their abilities to provide funds or other support to the Commission.
  • Knowledge of Commission operating policies and procedures, pertinent HUD regulations, and federal, state, and local laws and regulations pertaining to public housing authorities.
  • Thorough knowledge of principles, techniques and practices of personnel management, training, goal setting and performance evaluation.
  • Ability to communicate clearly and concisely, orally and in writing.
  • Ability to operate computer equipment and software systems applicable to the position.
